2nd: Belgium.
3rd & correct guess: Germany.

He said maybe they used to wear this outfit in the north.

I found this little thing at the thrift shop. It's a pale pretty blue and the set up had a lot of "white", which is never really white. It was a bit confusing and that is the reason that I started with a grisaille. Not sure where to put my signature, though, maybe i'll just sign the back.
